STEP 1
How to make lazy cabbage rolls with layers of minced meat with cabbage and rice in the oven? Prepare the necessary products. You can use any minced meat: chicken, pork, beef or mixed. STEP 2
Rinse the rice thoroughly, place in boiling, lightly salted water, and stir. Cook the rice over moderate heat until half cooked. Place the rice in a sieve to drain the water.
STEP 3
Wash the pre-peeled onions and cut into small cubes.
STEP 4
Peel the carrots, wash them, cut them into quarters. If the carrots are thin, you can cut them into slices.
STEP 5
Chop the cabbage into thin strips.
STEP 6
Wash the bell pepper, remove the seeds and stem. Cut the vegetable into small cubes.
STEP 7

Fry the prepared onions and carrots in a frying pan, stirring occasionally, for about 5 minutes. Cover the pan with a lid and simmer the vegetables over low heat for another 7-10 minutes.
STEP 8
Use your hands to crush the cabbage so that it becomes softer, place it in the pan with the vegetables, and stir. If the cabbage is young, freshly harvested, it is very juicy. Therefore, it is better not to cover the pan with a lid so that excess moisture evaporates. Fry the vegetables, stirring, until half cooked. They should remain slightly firm. They will reach full readiness in the oven. Salt the cabbage during cooking.
STEP 9
Place bell peppers in the pan and stir.
STEP 10
Combine the minced meat with boiled rice, add salt and ground black pepper. Mix well.
STEP 11

STEP 12
Distribute the minced meat and rice evenly over the cabbage.
STEP 13
Then lay out the rest of the cabbage in an even layer. Turn on the oven to 190 degrees in advance.
STEP 14
Prepare the filling. Sour cream is suitable for any fat content. Overripe fresh tomatoes are good. You can use tomato juice or tomatoes in their own juice.
STEP 15
Wash fresh tomatoes and remove the skin. How to easily peel tomatoes? Wash them and make cross cuts on top with a sharp knife. Place in boiling water for 1-2 minutes. Remove, cool slightly and remove the skin.
STEP 16
Grind the peeled tomatoes with an immersion blender until pureed.
STEP 17
Combine tomato puree with sour cream and add a little salt. Add spices and seasonings at your discretion, stir. I added dried basil and herbs de Provence.

Cover the top layer of the dish with tomato and sour cream filling.
STEP 19
Bake lazy cabbage rolls in an oven preheated to 190 C for about 35-40 minutes. When the filling thickens noticeably, cover the pan with foil. Then remove the foil and cook the dish for about 25 minutes. Cooking times are approximate and may vary, as they depend on the operating characteristics of the oven.
