Heat a small amount of oil in a frying pan, add the onions and carrots and fry over medium heat, stirring occasionally until soft. Add zucchini, bell pepper, salt, sugar, hot red pepper, pour in the remaining vegetable oil. Mix well and simmer for 20 minutes, stirring occasionally.
