    Chop the cabbage into small pieces and place in a large saucepan (I have a 5-liter one). Pour water over cabbage. Cook for 1 hour, adding salt only 10 minutes before readiness. NOTE: Here you need to take into account that in addition to the cabbage, rice and minced meat will be added to the pan, so the cabbage should not completely fill the pan. You need enough water so that it is flush with the cabbage when pressed to the bottom. You can't even see the water in the photo.

    Rinse the rice and boil until almost done.

    Sauté carrots and onions in vegetable oil until golden brown, add minced meat, stir, cover and simmer for 10-15 minutes, stirring occasionally. Add salt and pepper. Then add tomato sauce, stir, cover and simmer for another 10 minutes.
