Pour hot water and vegetable oil into the pan and mix thoroughly until smooth. Simmer over low heat until thickened. My gravy turned out to be quite thick, but runny.

Pour the tomato sauce into the pan with the cabbage rolls. Add chopped herbs. Cook everything together for another 5-10 minutes.
