We start by pouring powdered sugar into a small saucepan and pouring in milk. Now bring to a boil over low heat until the granulated sugar is completely dissolved.

Now add the chocolate bar and butter into the resulting mixture.

When the chocolate melts, add starch and cocoa to the mixture and stir until the lumps dissolve.

Cool the mass a little.
