Well, in the photo it’s definitely not pepper, but bread... and are all the raw ingredients put into the pepper or is everything cooked somehow? if they are raw, then the carrots definitely need to be boiled... the recipe, of course, means nothing.... if you write, then can you provide more details and a photo of the very dish you are offering
